The distortion, high saturation, and brushstroke framing imply that there is something of interest within this image. Whether there is or not, it as least has the effect of inviting the viewer to look. The reduction of detail inherent in the effect gives the viewer more scope to infer their own meaning; in the original image there clearly was no significant meaning whatsoever.

Virtual Painter 4 set to 'Gothic Oil Painting'

Virtual painter is one of those plugins that really does do all of the work for you. If you have to turn out several of these sorts of photo to art conversions on a daily basis then use it. Creativity is all well and good but it takes time, and if the work you're doing is aimed directly at the public, then the money you're going to receive for the work probably won't justify the time it would take you to manually create a similar effect.

There are marked differences between VP4 and VP5; I'd recommend having both at your disposal.
